Are the carb slides in backwards? I did exactly that many years ago on a Yamaha 2-stroke twin and it took me a day of messing with it before I found the problem. The carb slide doesn't have to be up very much in its bore to cause a runaway engine. Check & see if the slides are all the way down in their respective bores and that the alignment tab is not missing/jammed n the slide bore.

I can ask my Suzi wrench when I get back to town if that doesn't do it.

| Here is another common thing. The throttle cable jacket may be hung up on the edge of a ferrule. Make sure your cable is all the way in. Heck, disconnect the cable and use the idle screws to make it run to start with. Make sure the carb top is screwed on correctly and all the way. Could be a lot of things.

Marla, the tab should fit into a slot on the carb body, or vice versa. If the slot and tab are not aligned correctly, the slide will not sit properly and can get stuck or cause over-revving. Also be sure that the locking rings on the top of the carbs are screwed down all the way, and that the gasket is in there too, with it's tab fitting into the notch on the top of the carb barrel. Either of these can cause the slide to sit in a position other than where it is supposed to sit, causing erratic or excessive running of the engine.
Good luck!
